INTRODUCTION OF FRANCHISEES

 

A Policy decision to allow private parties to sell KVIC products as “ franchisees” has been taken. The detail of the same is given below:-

 

TYPES OF FRANCHISE AGREEMENT:

 

a)                 Exclusive franchise shop:

 

In this case, the brand and goodwill of Khadi is ‘Franchised’ to a particular showroom which in turn entitles the showroom to use the Khadi logo and put ‘Display Boards’ like ‘Khadi Shop’ – ‘Khadi Gramodyog Bhavan’ etc. with POP materials as approved by KVIC. This system enables to have a large number of exclusive Khadi sales outlets with logo and signage of Khadi.

 

b)            Franchise limited to one or more sales counters in showrooms:

 

Super markets and departmental stores are at times interested in having an ‘Exclusive Sales Counter’ for KVI products displayed with all the logo, signage and POP material of Khadi and in such cases a limited franchise is extended to such showrooms with the condition that no rebate will be allowed on sale of Khadi items.

 

AGREEMENT WITH GOVT. EMPORIUM, SHOWROOMS LIKE THAT OF COIR BOARD OF INDIA, TRYFED ETC. FOR SALE OF KHADI.

 

            Organisation like Coir Board of India TRYFED has expressed interest for marketing of coir and other similar products through KVI sales outlets. Vis-à-vis the KVIC would be entitled to market exclusive KVI products through the sales outlets of Coir Board, TRYFED etc., which are spread though out the country and such tie ups would be mutually beneficial to both the organisations.

 

TERMS AND CONDITIONS

 

A)     Application Forms: The Candidates desiring to set uptake up Franchise Dealership shall have to apply in the prescribed forms to be made available of a cost of Rs. 250/- (Rs. Two Hundred Fifty only).

 

B)     Franchise/Dealership registration fee: Eligible candidates shall have to deposit a sum of Rs. 1000/- (Rupees One Thousand only) towards Registration Fee(non refundable).

 

C)    Validity Period: Franchise Dealership shall initially be given for a period of one (              Year) subject to renewal for the further terms subject to terms and conditions that the activities of the Franchise/Dealer is found satisfactory and he is being able to achieve the set target fixed on. The management/ K.G.Bhavan,______________ the right to terminate any of all the Franchise/Dealership prematurely, in case the work of agent/s is are found against the cause of and detrimental to Vastragar Marketing Depot and of KVIC.

 

D)    Sales Target: for such Franchise/Dealership shall have to achieve a minimum sales target according to the Geographical Area/Locality i.e. Prime Location, City and Premises etc. as decided by the Manager, K.G.Bhavan, ­_______________

 

E)     Agency Commission: Franchise/Dealership shall be allowed commission maximum 20% on V.I,/Handicrafts and Designer Garments depending upon type of products and overall margin available with KVI Units. No rebate will be allowed on Khadi.

 

DOMSTIC EXHIBITION-POLICY AND PATTERN OF FINANCIAL

   ASSISTANCE

 

1.      INTRODUCTION:

 

As a part of the Marketing strategy and publicity measures, the Commission has been sanctioning certain funds every year for conducting exhibitions either departmentally by KVIC/KVIB’s or through aided Institutions of KVIC/KVIB’s.  With the passage of time these events have gained immense popularity and sales generated at these events have continuously increased.

 

            Since 1990 onwards, KVIC has introduced a scheme of Marketing KVI products through Exhibitions like Khadi Expo, Zonal Level, State Level, Local Melas/Festivals, participation in exhibitions organised by other institutions like ITPO etc. Mobile exhibitions are also being utilised as an outlet for marketing KVI products.  In view of the felt need to review these schemes and to give a major thrust to marketing efforts, the scheme is revised as under.

 

 

2.      OBJECTIVE:

 

National Level Exhibition, Zonal Level Exhibition, State Level Exhibition, District Level Exhibition etc. would be organised to achieve following objectives :-

 

a)     To assist in marketing and boost the sale of Khadi & V.I. products including handicrafts,

 

b)     To facilitate the consumer to purchase genuine Khadi & V.I. products brought from different parts of the country under one umbrella,

 

c)      To serve as a window for promoting awareness among the consumers about the latest designs and varieties of fabrics, products etc. practiced in the KVI Sector,

 

d)     To disseminate knowledge about the latest designs developed amongst artisans and users,

 

e)     To create mass awareness about the KVI Programme/KVI products,

 

f)        To bring forth the rural, traditional skill of artisans and thus help in  promoting the image of the organization,

 

g)     To liquidate the accumulated stocks of Khadi & V.I. products  available with the implementing agencies of KVI sector,

 

h)      To help the Institutions/Artisans in the areas affected by natural calamities viz, Earthquake, Cyclone, Floods etc.

  

3.      SALIENT FEATURES:

 

i)          The Exhibition should demonstrate thrust in the areas of display, demonstration, sales, in its sequence of priority.  The demonstration and display should be the thrust area of such exhibition alongwith sale for which certain target is fixed.

 

ii)         In the National Level Exhibition, 10% to 15% layout can be earmarked for the purpose of erecting stalls for refreshment counters and cultural programmes. Each exhibition should have a stall for KVI literature, publications, posters, and display boards as the case may be highlighting achievements and other aspects of KVI activities.

 

iii)        Out of the total area of stall, where such exhibitions are to be held, 25% of the area should be earmarked for the purpose of display, demonstration and exhibition of KVI Products, tools, implements, process know how etc.

 

iv)        Popularising activities and schemes of KVIC/KVIBs including Image building of the KVI sector as well as products manufactured in the rural areas by the rural artisans.

 

A. NATIONAL LEVEL:

 

            The National Level Exhibition is to be held in Metropolitan cities or State Capitals.

1.      The Exhibition may include Large Pavilions based on themes of various States.

 

2.      Specialised products produced in each region may be displayed in the various stalls projecting the State’s specialty like Bamboo products from North Eastern Zone, Fibre products from South Zone, etc.

 

3.      The participants in the exhibition will be, directly aided institutions of KVIC, Departmental units of KVIC/KVIBs, aided agencies of KVI Boards and REGP units financed through Banks.

 

4.      The exhibition should have certain space earmarked for the purpose of  refreshment counters like tea/coffee stall, milk bar, snack bar, Food court etc. Wherever possible folk show/dance/drama/song etc. may be arranged.

 

The National Level exhibition shall comprises of financial assistance under the following terms:

 

1.National Level Exhibition

 

a)     The estimated expenditure shall be maximum of Rs.50.00 lakhs as KVIC’s share.

b)     The sales target proposed is minimum Rs.5.00 Crores.

c)      The period of the exhibition is minimum of 30 days.

d)     The exhibition may comprise of minimum 100 stalls of 10 x 10 sq.ft.

e)     Minimum 10 different States must participate in the National Level Exhibition.

f)        The release of funds will be 75% in the first phase i.e after approval and 25%  shall be paid on receipt of recoupement bills and after pre audit.

 

Terms and Conditions:

 

1. Fresh funds will not be released until and unless earlier accounts are settled.

1.      Request for additional funds will not be entertained.

2.      Maintenance of separate accounts i.e. stock book etc. for the specific exhibition is a must and shall be produced to audit or any officer of the KVIC when demanded.

3.      Pre-audit must be completed before final release of 25% balance amount.

4.      Ideology of Khadi should be depicted in the exhibition.

 

B. ZONAL LEVEL:

 

1.      The Zonal Level Exhibition is to be organised either in the  cities where the zonal offices of KVIC are located  or in any other Metropolitan  or State capital or Major city within a Zone.

2.      The exhibition is to be organised by KVIC Institutions/ Boards/ Departmental Units/ Federations.

3.      The estimated expenditure shall be maximum of Rs.25.00 lakhs as KVIC’s share.

4.      The number of stalls for the exhibition should be minimum 75 stalls of     10 x 10 sq. ft.

5.      Minimum 3 different States must participate in the Zonal Level Exhibition.

6.      The various stalls may depict products from the respective zones and arrange display and sales of the products.

7.      The period of exhibition is minimum of 15 days.

8.  The proposed  total Sales Target for the Zonal Level Exhibition is minimum of Rs.2.50 Crores.

 

C. STATE LEVEL:

 

1.       The State Level Exhibition could be organised in all States/Union Territories by good KVI Institutions/Federations/KVI Boards/ Departmental Units.

2.       The estimated expenditure shall be maximum of Rs.10.00 lakhs as KVIC’s share.

3.       The No. of stalls for the State Level Exhibition shall be minimum 50 stalls of 10 x 10 sq. ft.

4.       The duration of  exhibitions will be  minimum for 10 days.

5.       The proposed total Sales Target for State Level Exhibition is minimum of Rs.1.00 Crore.

 

D. DISTRICT LEVEL/LOCAL LEVEL:

 

1.      The exhibition may be organised in Districts/States coinciding with Local Festivals/Meals in the region.

2.      The estimated expenditure shall be maximum of Rs.5.00 lakhs as KVIC’s share.

3.      The exhibition may comprise of minimum 25 stalls of 10 x 10 sq.ft.

4.      The Exhibition may be organised either by KVIC Departmental Units or Major Institutions KVIC/KVI Board.  Minimum 10 institutions should participate in the exhibition.

5.      The duration of the exhibition will be for minimum 7 days.

6.      Proposed total sales target for District Level Exhibition is Rs.10.00 to Rs.25.00 Lakhs.

 

E. EXHIBITION THROUGH INSTITUTIONS :

 

1.      The exhibition is for institutions only of Khadi & V.I.

2.      The Finance would be provided to an institution or a group of institutions not exceeding 10 in numbers.

3.      The minimum period of the exhibition would be 5 days

4.      The institution or the group of institutions should make a joint application and the exhibition has to be held at a State Capital other than the State the institution/group of institution belongs to.

5.      The total sales target for such exhibition shall be Rs.3.00 lakhs.

 

6.      The financial assistance provided to each institution shall be maximum of Rs.25,000/-  as detailed below :-

F. MOBILE SALES EXHIBITION :

 

1.      The exhibition to be organised through Mobile Sales Van either rented or owned and sales to be conducted within the District/State.

2.      The estimated expenditure for the Mobile Sales exhibition provided by KVIC shall be maximum of Rs.0.10 lakhs

3.      The duration of the sales would be minimum of 5 days.        

4.      Proposed total sales target is Rs.1.00 lakh.

5.PARTICIPATION:

 

(a) The following agencies are eligible:-

 

(i)                 All certified/Directly aided Institutions, financed units of KVIC and  KVI Boards.

(ii)               Cooperative Societies Non-Governmental Organisations engaged in Khadi & V.I,Handicrafts .

(iii)              Financed units under REGP or Directly Aided or Certified

Khadi/Polyvastra Institutions.

 

6.PRODUCT COVERAGE:

 

            Participants will be allowed to sell only Khadi & V.I. Products.  Encouragement for participation by V.I./REGP units to be ensured. 

 

 

 

7.IMPLEMENTING AGENCIES:

 

1)     Departmental Units of KVIC

2)     State / UT level KVI Boards

3)     Directly aided institutions under KVIC

4)     Aided institutions of KVI Boards

5)     Recognised federations under KVI sector

 

8. PARTICIPATION IN EXHIBITIONS ORGANISED BY OTHER AGENCIES:

            The Commission may also participate and  promote through  the institutions/agencies to participate in exhibitions organised by other agencies wherever scope and potentiality for displaying, demonstrating and exhibiting the KVI products is viable (e.g. sponsoring  events and Exhibitions organised by Trade and Marketing Development Oraganisation like ITPO, IITF, NSIC, CBMD, NID, NIFT, CII, etc.).  Financial assistance for  such exhibitions will be decided on case to case basis. 

 

9. TERMS & CONDITIONS : (Applicable in case of all categories)

(i)                 Proposal for holding any exhibition should be submitted to the Directorate of Marketing at least three months in advance through concerned State/Regional Director with their comments/ recommendations, in the prescribed format.  Incomplete proposals will be rejected.

(ii)               All Salesmen/Sales Girls and other participants arranging the stall/display have to wear Khadi during the exhibition.

(iii)             Maximum varieties of Khadi & V.I. Products including Handicrafts Items will be demonstrated/displayed and sold in the exhibitions.

(iv)              Sales target given for various exhibitions shall be monitored for achievement through or daily summary sheet by the organizers.  Such a summary should be analyzed for corrective steps during the course of the exhibition-consolidated report should be submitted to KVIC.

(v)                Recoupment claims shall  be submitted within a month from the date of completion of Exhibition. Audited statements should be submitted within a period of 3 months. Unspent amount is to be refunded within a period of one month, failing which interest will be calculated as per the procedure.  Failure to submit the claim in due time, will be treated as disqualification for sanction of exhibitions in future.

 

(vi)              75% of the total san

(viii)          Balance 25% of the sanction will be released on receipt of Recoupment Bills (2nd Phase) and after pre-audit

(ix)              Sanctioned funds for exhibition, to be released only after clearance of old imprest, recoupment claims or its adjustments, if any.

(x)                KVIC’s name to be depicted in all publicity/press/advertisement etc. during/before the exhibition.

(xi)              Maintenance of separate accounts i.e. stock book etc. for the  specific exhibition is a must.

(xii)            Ideology of Khadi should be depicted in the Exhibition.

 

10.ROLE OF PARTICIPANTS:

            Participants are expected to develop market-oriented products and display those products prominently for sale.

7.      Change of place of exhibition will not be made.  However, under unavoidable circumstance previous permission of the Commission will be obtained, if a change is required to be made.

8.      The Books of Accounts including stock books and register for the articles of permanent nature purchased or prepared out of these funds will be maintained and will be produced to audit or any Officer of the Commission, when demanded.

9.      Accounts relating to Income received by way of gate money, sales of dismantled items etc. will be produced to audit or any officer of the Commission, when demanded.
