ACTIVITIES / FUNCTIONS IN BRIEF
Directorate of Vigilance attends its function as specified by CVC’s manual and guidelines issued from time to time by CVC.
The focus of Vigilance has been reoriented towards preventive and participative vigilance in line with the role of Vigilance as envisaged by CVC.
Extensive efforts are made to study the existing systems/ guidelines/procedures critically. Vigilance suggested meaningful changes in order to make the functioning of the Organization more transparent and efficient.
Complaint is attended as per the Complaint Handling Policy envisaged by CVC.
 
Complaints/Grievances against any functionary of KVIC containing any element of alleged corruption, malpractice, misconduct etc. are received in Directorate of Vigilance.
 
All complaints received are registered.
 
Confirmation of complaint is obtained from the Complainant.
 
The complaints received are scrutinized to ascertain prima facie existence of Vigilance angle.
 
Preliminary Enquiry is conducted wherever required and further action initiated as per the procedure in vogue.
Issue of vigilance clearance for officers and staff for promotion and selection are attended as per the guidelines specified by DOPT/CVC. Status of Vigilance case if any, against the official concerned are conveyed to the authority to take further decision.
Annual Immovable Property Returns are obtained from officers and are scrutinized as per the guidelines. All cadre controlling authorities are advised to obtain IPR in respect of the staff for whom they are the cadre controlling authority.
Disciplinary proceedings are initiated in accordance with the decision of D.A. and all follow up actions are taken by Vigilance in line with laid down procedures.
CVC's First Stage and Second Stage advice is taken in Group 'A' cases.
After scrutiny of the issues of disciplinary proceedings against non-Gazzetted employees, CVO's advice is tendered.
Functioning as a link between CVC/CBI/Ministry in all matters related to Vigilance.
Submission of periodical returns to Ministry & CVC.
Arranges to conduct training and orientation programme on Vigilance.
NEW INITIATIVES TAKEN
A link for Vigilance has been created in the KVIC website to enable the public and other stakeholders to lodge complaint against officials of KVIC.
Training Cum Orientation programmes on Vigilance for all the superintendents of Central Office have been arranged. More such training programmes for Superintendent of all field offices will be held shortly.
AHVAN – A Vigilance Magazine containing issues related to Vigilance was published for the benefit of all officers and staff.
Booklet containing KVIC E Conduct Regulation and KVIC E CCA Regulations circulated among officers/staff.
Standard notice board on Vigilance placed near the entrance of the Central Office and such Notice Boards are kept in all field offices.
A complaint box has been installed near entrance in the Central Office.
Periodic Inspection by Vigilance team is taken up on field offices.
Details of financial sanctions accorded are taken up for verification on random basis for strengthening systems and procedures.
A close synergy has been developed with statutory auditors (CAG). Their inspection and audit reports are taken up for scrutiny under preventive vigilance.
